Mr. Gipson’s practice is focused on representing the business community with particular emphasis on government contractors. Before the U.S. Small Business Administration (SBA), he has successfully represented clients in size protests at both the agency and Office of Hearings and Appeals. See Size Appeal of Manroy USA, LLC (SBA No. SIZ-5244, 2011). He also represented clients in protests before the U.S. General Accountability Office (GAO).
Mr. Gipson has helped government contractors with the legal issues surrounding submissions in response to requests for proposals and has experience advising SBA 8(a) participants and other businesses about socio-economic program compliance.
Mr. Gipson regularly advises businesses on export controls and has represented businesses in the negotiation and preparation of contracts. He has worked in the area of mergers and acquisitions, participating in the preparation and consummation of mergers, stock purchase agreements, asset purchase agreements, and a variety of consolidations and reorganizations.
